Joshua Izenburg

Josh Izenberg is Of-Counsel to Warner PLLC, and the founding member of IzenbergLaw PLLC. Josh is an entrepreneur and General Counsel with 25 years of experience, including as a former public company General Counsel in the aerospace and defense industries. He runs a diverse corporate legal practice from Washington, DC, with clients based in the United States and Europe. Josh routinely advises clients in all aspects of the corporate lifecycle, from corporate formation, compensation and equity planning, commercial and government contracts, mergers and acquisitions, to liquidity events.

Jane Lemley

Partner

Jane Lemley, Esq., leads Warner PLLC’s employment law compliance and internal investigation practices. She advises clients on state and federal employment laws, including Title VII, FLSA, ADA, FMLA, and Virginia’s employment statutes. She drafts and negotiates employment contracts and severance agreements. She also represents clients before the EEOC, state agencies, and courts. For over 30 years, she has conducted complex workplace investigations into misconduct, discrimination, and harassment. She also provides compliance training and remediation counseling. Recognized by Best Lawyers in America® since 2021, she was named to Virginia Business Legal Elite in 2022 and 2023. A UVA Law graduate, she is barred in Virginia and D.C. and serves as Of Counsel to Harrison & Johnston, PLC.

Heather B. Mims

Partner

Heather Mims is a Partner at Warner PLLC. Following a judicial clerkship with the Chief Judge of Arlington County Circuit Court, Heather’s legal practice has focused on representing federal government contractors of all sizes with respect to bid protest, claims, appeals, and compliance issues. She has considerable experience representing contractors before the U.S. Government Accountability Office and the U.S. Court of Federal Claims. Heather has extensive litigation experience representing contractors in prime/sub disputes, trade secret and restrictive covenant claims, and employment disputes, including second-chair jury trial experience. In addition to her litigation practice, Heather also routinely advises contractors with respect to commercial contracts, subcontract and teaming issues, assisting in the drafting of teaming agreements, subcontracts, and joint venture agreements.

Tyler Freiberger

Partner

Tyler Freiberger is a Partner at Warner PLLC. Throughout his ten years of experience successfully litigating cases in and outside the courtroom, he has provided legal counsel to employers, non-profits, and government contractors for compliance with all employment requirements and sales to government agencies. Drawing from his successful litigation in multiple judicial and agency forums, he has created and performed training programs for large and small businesses on several statutes, including the Fair Labor Standards Act, the Buy American/Trade Agreements Act, The Service Contract Labor Standards Act, Title VII of the Civil Rights Act, and the National Labor Relations Act. He also routinely represents parties in audits for potential violations of federal and state regulations, reviewing and drafting employment contracts/handbook policies.

James C. Fontana

James C. Fontana is Of-Counsel to Warner, PLLC. He is also the founding member of Fontana Law Group. Mr. Fontana has over 35 years of experience as an attorney specializing in government contracts, commercial transactions and related litigation, as well as ethics compliance and corporate governance issues. In 2006, the Association of Corporate Counsel named Mr. Fontana Outstanding Chief Legal Officer in the Washington D.C. Metropolitan Area. In both 2005 and 2006, the Washington Business Journal named Mr. Fontana a Top Attorney in the Washington, DC area in the General Counsel category. In 2014 Mr. Fontana received the Power Players Award from Washington SmartCEO in recognition of his “leadership, accomplishments, innovation and success” as a Washington, DC-area attorney.

Suzula Bidon

Associate Attorney

Suzula Bidon is an Associate Attorney at Warner PLLC, focusing on litigation, employment, and government contracts. Previously, she practiced criminal defense, family law, and administrative law. From 2020 to 2023, she managed government contracts at Chimes DC, overseeing 18 AbilityOne contracts for the Library of Congress and a $125 million custodial contract at BWI airport.

Ms. Bidon is experienced in the government procurement process, including bidding, contract performance, and compliance with the Federal Acquisition Regulation (FAR). She also provides legal counsel to non-profits and government contractors and leads Continuing Legal Education programs and training sessions.
